SHUJI KAKU, Managing Principal

Mr. Shuji Kaku is a Professional Civil Engineer with a career that spans 35 years from his first infrastructure construction project in Japan in 1983 to his present project on Construction Supervision of Flood Risk Management Project for Cagayan, Tagaloan, and Imus Rivers in the Philippines for which he serves as Project Manager. In between, he has participated in 46 projects on flood risk mitigation and management, coastal erosion prevention, river management, dam construction, irrigation, and roads improvement in various capacities such as Project Manager, Structural Engineer, Flood Management Planner, Coastal/Sabo Engineer, and Construction Engineer/Planner.  He has managed complex projects located in Japan, Indonesia, Malaysia, Pakistan, Seychells, and the Philippines that required in-depth studies, preparation of detailed engineering design, and construction supervision. His most notable project was the JICA-funded Project for Flood Mitigation in Ormoc City,  Philippines that was cited by JICA  as a model for disaster resiliency in the Philippines.  Mr. Kaku holds a Bachelor’s Degree and a Master’s Degree in Civil Engineering from Osaka University and Delaware University, respectively.

JOVITO SANTOS, Deputy Managing Principal

Dr. Jovito Santos is a Professional Civil Engineer with focus on transport infrastructure development, design and construction. He has 35 years of Civil Engineering professional practice in countries that include Japan, Afghanistan, Myanmar, Sudan, Tajikistan, Vietnam, and the Philippines and has participated on project formulation, feasibility studies, basic and detailed design, construction, and capacity enhancement projects. He was involved in more than 50 projects that include long bridges, elevated highways, bridge viaducts, tunnels, light rail transit, tall buildings, culverts, airport drainage facilities, fishing ports, and floodways. Dr. Santos has conducted seminars and capacity enhancement for engineers and has written several papers on bridges and structures that includes the “DPWH Manual for Load Rating of Bridges” and the “DPWH LRFD Bridge Seismic Design Specifications” for DPWH in the Philippines. He is currently the Acting General Manager of CTII’s Transport Development Division and holds a PhD in Engineering from Yokohama National University, a Master’s degree in Engineering from Asian Institute of Technology, and a Bachelor of Science in Civil Engineering from the Mapua Institute of Technology in the Philippines.


Dr. Shingo Gose is a Professional Civil Engineer with specialization on transport development and infrastructure design and construction. Aside from holding the Chief Managing Principal position for CTI Philippine Branch Office, he is also CTII’s Director and Senior Executive Officer and serves as one of the Company’s Board Directors. As Bridge and Roads Engineer, he has accumulated 42 years of extensive experience from successfully managing more than 50 projects on preparation of Master Plan, Feasibility Study, Preparatory Study, Basic and Detailed Engineering Design, and Construction Supervision of roads and bridges in different parts of the world. Of his 42 years of work experience, Dr. Gose spent 20 years managing projects in Japan and 22 years managing projects in more than 30 countries that include Nepal, Vietnam, South Sudan, Afghanistan, Nicaragua, Tajikistan, Bangladesh, Indonesia, Cambodia, Laos, China, Canada, France, and the Philippines. His most notable work in the Philippines is on the preparation of Bridge Seismic Design Specifications for the Department of Public Works and Highways (DPWH). Dr. Shingo Gose holds a PhD and a Master of Science Degree in Civil Engineering from Kyushu University and a Bachelor of Science in Civil Engineering from Kyushu Institute of Technology.
